The issues raised in this article have been weighing on my mind since I have worked out how to easily scrape data off many government websites. I have data and want to use it, but do I have to ask permission of the government department that has made the data available? The data I am interested in has been supplied by citizens many years ago. Surely they own their own data and my responsibility is to them, not the government who stored it. But how do I contact them or their families for permission?

As you have effectively pointed out complying with the law does not necessarily mean that the user has addressed the ethical issues involved. I like the DPLA approach of moving beyond the law and asking users to take moral responsibility for the use of data shared on websites.
